combine flour, baking powder, baking soda, salt and nutmeg then whisk together in small bowl and set aside
in mixing bowl, cream butter and sugar then stir in vanilla
beat in eggs until fluffy
add flour mixture slowly, alternating between flour mixture and sour cream in 2-3 partitions - mixing until smooth between each one (note: if dough looks too sticky at the end, add more flour)
cover bowl and chill dough for ~ 1 hour, until dough is firm
preheat oven to 450°F
roll out dough on a very well floured surface and cut into 2 or 3 inch circles
sprinkle top of cookies with sprinkles
bake 5 minutes then cover with towel while cooling
